I dunno, I think the later seasons of Buffy in particular made good use of all their episodes. The darker story arcs needed the odd fluff episode to prevent the show becoming too unremittingly grim like Angel did. Plus, the fluff episodes were often the most fun - Superstar, anyone?

I actually like having Lois in the show, if only because Clark is funnier, sharper and generally less like a bovine with a slight ache when she's around. It's hard to imagine her as a Lois-and-Clark-type Lois, but the Army brat thing kinda works. And she had banter, in a show severely lacking in banter. The banter/angst ratio was way off. Yup.

Having watched a few more episodes of season 5, I can agree Kovac. It slumps towards the middle, even while it is doing some interesting things (Jonathan dying, Cyborg being introduced), but then it picks up a bit when Braniac returns. Having said that, I agree that 15 episodes per season is a far better number than 24. Even Buffy had a lot of fluff episodes that could have been cut out. A 15 episode season would really force the writers to lean things up and focus on what matters.

I would agree with most of your complaints listed, but the one about her hairline leaves me a little feeling a little mystified.

It does annoy me when a show refuses to move the plot forward and simply rehashes the same elements over and over again until it is good and sure that you are completely clear on everything.

That of course is one of the upsides of British television, if Smallville was filmed in the UK each season would be about 10-15 episodes long instead of 24.

I vaguely remember that season 5 was really starting to bug me. I never really came to like having Lois in the show all that much.

I think that the season does get more interesting in the second half.
